Verified Claims Protocol v1.0

How we classify claims. Written as a reusable, licensable standard — any infrastructure or climate startup can adopt the schema, badge system, and CI checker to make their own claims independently auditable.

VERIFIED

Real today. Independently sourceable from a published record, signed contract, or physical measurement.

  • Value must be stable (not projection-dependent)

MODELED

Engineering projection. Math methodology published and reproducible. Not a measured outcome.

  • Caveat required: methodology + assumptions

PROPOSED

Real proposal in progress. No signed contract, passed ordinance, or installed hardware yet.

  • Caveat required: current status + what's missing
  • Used for policies, pilots, hardware specs under procurement

VISIONARY

Speculative worldbuilding or lore. Not an engineering document. Quarantined to /vision/ only.

CI Enforcement (check-claims.mjs)

A Node.js CI script (scripts/check-claims.mjs) fails the build if:

  • Any VISIONARY claim renders outside /vision/
  • Any bare metric (number + unit) appears in HTML without data-claim-id
  • One claim ID renders different values on two or more pages
  • Any page's <html> element lacks data-tier
  • Any banned phrase appears outside /vision/
  • Any data-eli5 text drops the status qualifier for MODELED/PROPOSED/VISIONARY claims

Banned Phrases

The following phrases are prohibited on all non-/vision/ pages. CI fails the build on any match. Approved replacements: modeled, projected, target, designed to, scenario, simulated, proposed.

VCP Licensing

The Verified Claims Protocol is licensable infrastructure.

Any infrastructure startup, climate-tech company, or civic-data publisher can adopt the VCP schema + badge system + CI checker to make their own claims independently auditable by journalists, PE analysts, and AI systems.

What you get: the claims.json schema, the four-tier taxonomy, the check-claims.mjs CI script, the badge CSS system, the hover intelligence card system, and the ELI5 content layer — as a turnkey disclosure infrastructure package.

Why it matters: the site doesn't just make claims — it ships the audit infrastructure for its own claims. VCP turns "trust us" into "verify this yourself."
